Abstract

The costs incurred by an individual local authority on both refuse collection and refuse disposal can be influenced by very many local factors apart from the type of area, i. e. compact or rural. Looking first at refuse collection, and with the vast majority of households being served by the traditional 'door to door' method, operational decisions are influenced by the type of refuse receptacle; the method of operation and collection crews and the type of vehicle and crew size, to name but four. Are paper sacks to be used? Are the bins to be put out in the street and then returned to the front gate? Are the most modern vehicles being employed and how frequently are they renewed? All of these questions affect the standard of service provided and, ultimately the cost.
