O Ensino Superior Público em Portugal: financiamento, privatização e precariedade

Abstract

Resumo No presente artigo, os autores refletem sobre o subfinanciamento crónico do ensino superior público em Portugal e alguns dos seus efeitos na privatização deste segmento educativo e na crescente precarização da profissão docente. Num contexto de significativos avanços no ensino superior nas últimas décadas, cujos números de matriculados confirmam, destacam-se alguns recuos observáveis desde finais da década de 1980, nomeadamente a reimplementação de uma política de propinas (taxas de frequência) e a diminuição brutal do financiamento do Estado no ensino superior público a par da crescente precarização e envelhecimento da função docente, recuos que se assentam, em grande medida, nas novas políticas neoliberais de gestão da 'coisa pública'. Abstract In this article, the authors reflect on the chronic underfunding of public higher education in Portugal and some of its effects on the privatization of this educational segment and on the growing precariousness of the teaching profession. In a context of significant advances in higher education in recent decades, whose numbers of enrollments confirm, there are some observable setbacks since the late 1980s, namely the re-implementation of a tuition fee policy (attendance rates) and the brutal decrease in funding of the State in public higher education alongside the growing precariousness and aging of the teaching function, setbacks that are based, to a large extent, on the new neoliberal management policies of the 'public thing'.
