Modern society is knowledge society, whose main criterion and value is intellectual resources based on the educational, scientific and technological development of the country, society and civilization in the end. The basis of the exchange of knowledge and advanced technology is the global integration processes in the field of education. Australia is ranked fourth in the world attractiveness for foreign students, after the United States, UK and France. The system of international education in Australia has a strict legislative framework. All Australian universities have courses designed for foreign students. In 2009, the Australian Government accepted the International Students Strategy For Australia 2010-2014. The Strategy includes the main provisions and practical ways of solving such problems as health and safety, education quality, consumer rights protection, foreign students'' complaints, providing quality and exact information concerning foreign students'' education and stay. In March 2010, the Australian Parliament adopted amendments to the ESOS Act (Education Services for Overseas Students Act), according to which all educational institutions that provide educational services to international students are required to make a new certification for quite strict criteria until December 31, 2010. In early 2011, new legislation was adopted according to which the Australian Parliament is empowered to impose sanctions against educational institutions that do not meet the requirements of the new standards. During the period from 1991 to 2015 there were released 26 amendments, changes and additions to the ESOS Act. Australia has a number of national associations and the student ombudsman institution providing assistance to foreign students in all social spheres and in the field of education. The number of foreign students studying in Australia has increased from less than 50,000 foreign students in 1991 to more than 453,500 people in 2014. Australia has a level of income from the export of educational services equal to $ 15,020 billion, which ranks third among the leading exports in 2013. Export of educational services is an important source of economic development of Australia. It is important not as such, as one of the key elements of the economy, but also as an important part of higher education internationalization.
