Introduction: Being treated fairly and impartially by implementing bureaucrats is a central component of the quality of democratic governments. Therefore, the theme of the implementation of public policies becomes relevant to understand how the state operates and the results it generates for citizens. In this article we aim to theoretically address part of the discussions on inequalities and street-level bureaucracy, considering the relevance of these themes to understand public policies in Brazil. Materials and Methods: We analyze national and international literature on the implementation of public policies, social and political categories, stereotypes and street level bureaucrats. Results: From an analysis of the literature still not widely disseminated in Brazil we propose analytical alternatives to understand the implementation of public policies from the perspective of the actors who perform it and its effect in terms of inclusion and exclusion. Discussion: The exercise of discretion conducted by street-level bureaucrats have allocative effects that can reduce or increase inclusion and inequality, but we still have analytical limits to understand this process.
