Autonomía e Integración en las Teorías del Sur: Desentrañando el Pensamiento de Hélio Jaguaribe y Juan Carlos Puig

Abstract

Hélio Jaguaribe and Juan Carlos Puig are two key authors to understand the autonomist proposals in the foreign policies of Brazil and Argentina as well as the links that articulate autonomy and integration. His works constitute the cornerstone of what is usually called ‘theory of international relations from the south and for the south’. The main objective of this work is to show the ideas of autonomy and integration in the theoretical proposal of each authors and the pathway in which they linked both processes. We consider that the links between autonomy and integration are instrumental. That is, integration was thought to serve autonomy as an aggregate dimension and one of its main functions would be to operate as ‘reinsurance’ or ‘guarantee’ of autotomizing courses of action in the face of a possible intervention by the hegemonic power in the hemisphere at that moment of time. Thus, the beginning of integration processes among Latin American countries would increase the costs of carrying out an intervention to interrupt autonomist policies.
