In this research, the use of ICT in the footwear manufacturing sector of Tungurahua, Ecuador, and the factors that affect their use, such as, digital literacy of the owners and/or managers, have been analyzed. For this purpose, an empirical analysis of sample of 233 firms of the province has been performed. Data has been obtained by applying a survey and analyzed using descriptive techniques and the Spearman correlation coefficient. Results show a low level of ICT use in these companies and that the owners and/or managers have low levels of digital literacy. Spearman correlation coefficients show a significant relationship between digital literacy and firm size and the use of ICT applications. Additionally, it has been found a significant correlation between owner's and/or manager's characteristics (gender, age and education) and the level of digital literacy. The results should be considered in the design and implementation of public policies for the ITC development in the manufacturing sector.
