Abstract

Technological developments across various sectors have ultimately influenced the legal sector, where the law is indirectly required to support human life more efficiently. One of the impacts of technological advancement in the legal field is the emergence of Electronic Certificates of Ownership Rights (Electronic Land Certificates). The transition from Analog Certificates of Ownership Rights to Electronic Certificates of Ownership Rights is now regulated under ministerial regulations and has gradually been implemented on a wider scale. The purpose of this research is to explain the legal certainty of holders of electronic certificates of ownership rights compared to holders of analog certificates of ownership rights, as well as the role of the National Land Agency in guaranteeing legal certainty for holders of electronic certificates of ownership rights. The method used in this research is a normative legal research method by examining legislation and library materials related to legal certainty and legal protection concerning electronic certificates. Through library research, the legal materials used include primary, secondary, and tertiary legal materials, which were then analyzed qualitatively. This study concludes that the modernization of services provided by the National Land Agency to the public can be implemented effectively in actual social practice within society. Furthermore, this research is expected to assist the National Land Agency in introducing its role in concretely guaranteeing the legal certainty of Electronic Certificates of Ownership Rights.
