Gestão de demanda por viagens: estudo sobre as iniciativas institucionais na busca por uma mobilidade urbana sustentável através de um índice (IMOC)

Abstract

Baseado na Gestão de Demanda por Viagens (GDV), este artigo foca em iniciativas que podem ser usadas por instituições na busca pela mobilidade sustentável. Por muito tempo, os problemas de mobilidade urbana foram gerenciados através do aumento do espaço viário. Entretanto, percebeu-se que, mesmo quando os investimentos em infraestrutura são realizados em larga escala, seus benefícios não duram muito, visto que expansão do espaço viário incentiva o transporte individual. A necessidade de uma estratégia para aprimorar o uso das infraestruturas e potencializar opções de transporte levou ao desenvolvimento da Gestão da Demanda por Viagens (GDV). Essa estratégia será estudada neste artigo pela análise de duas instituições: Universidade Federal de Pernambuco (UFPE) e Centro de Estudos e Sistemas Avançados do Recife (C.E.S.A.R). Para tal, é proposto o Índice de Mobilidade Corporativa (IMOC), que mostra a adequação das instituições às práticas de GDV. Os resultados indicam que o C.E.S.A.R. (IMOC=0,52) é mais efetivo que a UFPE (IMOC=0,46).Based on Travel Demand Management (TDM), this paper focus on initiatives that might be used by institutions aiming sustainable mobility. For a long time, city’s urban mobility issues were managed by increasing road space. However, it is noticed that even when infrastructure’s investments take place in a large scale, its benefits do not last long, since road space expansion tends to increase individual transportation. The need of a strategy to improve infrastructure’s use and potentiate transport options brings to the development of Travel Demand Management. This strategy will be studied in this paper thought the analysis of two institutions: UFPE and C.E.S.A.R. To do so, is proposed the Corporate Mobility Index (IMOC), that shows the institution’s adequacy to TDM practices. The results indicate that C.E.S.A.R. (IMOC=0.52) is more effective than UFPE (IMOC=0.46).
