A process evaluation of a programme for street people

Abstract

This theory-driven process evaluation assessed whether the implementing non-governmental organisation delivered a programme for street people as intended. The service utilisation part of the evaluation showed that clients mainly used the initial services of the programme. The service delivery and organisational support part indicated that the non-governmental organisation did not have sufficient resources to implement the programme as intended. The evaluators recommended the following: focus only on the initial programme activities or extend the programme to core and referral activities. A revised programme theory was created for the latter choice and the coordinating role of case management was highlighted.
