Abstract

Yes, there are many conditions that exacerbate the efforts of firefighters and rescue personnel. Persons with physical limitations is one. The sheer number of individuals involved is one. Illumination, or lack thereof, is another. The dependability of the power source is always important, as are fires, their proximity, earthquakes and the threat of aftershocks. Elevator service, or the lack thereof, is important. Specialized operation of elevators for the emergency at hand is important. Whether the elevator or other short-range vertical transportation has been constructed with due consideration for the emergency being experienced is important. When a significant earthquake occurs, it is quite possible that all the exacerbating conditions will come together to make the endeavors to return to normalcy all but impossible. It is going to take effort and work by all concerned to overcome these conditions.
