Abstract

This paper explicitly defense ESC right without considering that this rights  is higher than civil and poiitical rights.  The paper maps the fundamental concepts of the dichotomy of civil and political rights and ecosoc rights and also describe  the development of protection toward these rights. The explanation  about the debate of "rice or freedom"  which is happen in industrial countries, developing countries and Eastern European Countries describe   that this issue  has  became global issue.  The writer agrees with other  writers in this journa·l  that the indivisibility is the appropriate approach to uphold human rights
