Analysis of the value orientations of students - Future state and municipal employees in terms of modern challenges

Abstract

The globalization of social and economic processes, the informatization of all spheres of human activity, the environmental and political crisis in society can be identified as the most significant problems of the development of the modern world. In modern studies, social and cultural values are considered as a motivational resource for the transformation of the modern institution of public service. At the same time, graduates of the “State and Municipal Administration” training direction have a reluctance to continue working in the profession, which is often associated with a mismatch of students' value orientations with the values of public service. The purpose of this study is to analyze the system of value orientations of the students who are studying in the specialty “State and Municipal Administration” in the context of the current situation in the development of society. The study was attended by the students of the Faculty of Management of the Vladimir branch of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation. The methods of Rokich and Leontiev were used to study students' value orientations. The methods of descriptive statistics were used (arithmetic mean, standard deviation). The results obtained after the application of the above psychodiagnostic techniques suggest that in general future, public employees will have a set of values that allow them to carry out activities for the benefit of the state. So, the preferred terminal values among the respondents were: health, a happy family life, common sense, productivity, constant self-improvement. However, the low ranks of such values as the beauty of nature and art, the well-being and development of other people, the possibility of creative development indicate that students do not understand the public importance of public service, their lack of readiness for innovation. The indicators for subscales of life goals, interest in life, self-realization, ideas about the role of the individual in building their own life trajectories and the general indicator of the meaning of life orientations of the respondents correspond to the average level of formation, which indicates insufficient determination, self-confidence, focus on results and long-term planning in future professional activities. The data of psycho-diagnostic methods are comparable and have common trends: they show that in the process of creation of the own structure of value orientations, a person follows a hierarchy of values that have been developed in the context of the current situation in the development of society and make it possible to identify problem points in the preparation of state and municipal employees.
