Our aging infrastructure includes underground systems that require repair, rehabilitation, or replacement using methodologies typically associated with tunnel construction. In many cases, the systems have little or no redundancy, so that assessment and rehabilitation construction activities must be performed with short duration interruptions or no interruptions of service. This paper discusses several aspects of tunnel rehabilitation for both the planned design/construction scenario and the emergency scenario. A more detailed discussion of tunnel rehabilitation is being prepared by the American Society of Civil Engineers Underground Technology Research Council Tunnel Rehabilitation.
