Systematic Literature Review of Digital Transformation Initiatives in the Public Sector

Abstract

This systematic review explores the literature about the impact of digital transformation (DT) on the public sector, focusing on transformational projects within public sector organizations. The review aims to understand the internal factors that affect the success of DT projects and the causal relationships between these factors. The review uses a search string within Scopus to include relevant studies from Q1 peer-reviewed journals. The review focuses on internal environmental factors within government organizations that may impact the performance of digital transformation projects, excluding external factors like citizens or clients. The review identified 73 studies, more than half of which were qualitative, distributed geographically, focusing on Europe and Asia. The studies varied in design, ranging from single to multiple-case and cross-sectional studies. The results provide insights into the dynamics of successful transformation initiatives, their implications for management, policies, and digital integration in the public sector.
