Thurston briefly describes the newly authorized Hawaii National Park and the advantages it offers to the public. He points out that "before any money can be [appropriated] the Secretary of the Interior must secure such private lands and rights of way lying within the park boundaries as, in his discretion, are necessary for the protection of the public interest and sufficient to give access to points of interest." [Funds to appoint a Superintendent for the new park did not materialize until 1922.]
