AMERICAN AID TO ISRAEL: NATURE AND IMPACT 1949–2024

Abstract

Since Israel’s establishment in 1948, American support has been the core of its survival and settler-colonial expansion. American aid to Israel cannot be fully understood without accounting for domestic political pressures. The rise of the American Israel Public Affairs Committee (AIPAC) institutionalized unconditional support for Israel as a bipartisan norm. Politicians seeking election or reelection find it almost obligatory to affirm their commitment to Israel, regardless of its government’s actions. This domestic political calculus intertwines with broader strategic goals. Israel is portrayed as an essential partner in safeguarding US interests in the Middle East, including oil routes and containing regional adversaries. Yet, in practice, Israel’s actions – such as the expansion of settlements and periodic wars in Gaza – often complicate American diplomacy, especially with Arab and Muslim-majority countries. This article examines the scope, structure, and political meaning of American aid to Israel, highlighting its unprecedented size, preferential treatment, and wide-ranging forms. It documents the evolution of US assistance from humanitarian and economic support to a comprehensive system of military, financial, diplomatic, and cultural backing that overwhelmingly benefits Israeli Jewish citizens. Special attention is given to the exceptional emergency appropriations and arms transfers that continued unabated even after international legal bodies, including the International Court of Justice (ICJ) and International Criminal Court (ICC), found evidence of Israeli war crimes and genocide in Gaza. The article traces how the rationales for aid have shifted – from Cold War strategic considerations to deep ideological alignment, domestic political pressures, and financial manipulation – while remaining consistently shielded from oversight or conditionality. Situating American support within broader regional and historical dynamics, it shows how US aid sustains Israeli settler colonialism, ethnic cleansing, apartheid, and impunity. By detailing financial figures, policy frameworks, lobbying networks, and legal implications, this article challenges prevailing narratives that portray US aid as benign or stabilizing, revealing it instead as a central enabler of Israel’s ongoing colonial violence and genocide.
