Abstract

Carbon emissions are mostly generated in cities. At the 2015 Paris Climate Conference, local governments pledged local action to address climate change. Since Paris many cities have declared Climate Emergencies to reach net zero emissions and reduce biodiversity loss. Post-Covid recovery and meeting the Sustainable Development Goals need to be based on a New Green Deal strategy. The Commonwealth has an important role at COP26 to advance these global aims.
