Uncertainties in noise mapping - Some effects on noise action plans

Abstract

With the submission of END noise mapping results only 12 months away, questions relating to noise action planning must be addressed in order to deliver positive results for the legislators, and more importantly the population in general. It is proposed that the noise mapping process can impact upon the development of noise action plans in two key areas, both of which will determine whether the noise maps are fit for the purpose of noise action planning. Firstly the decibel results obtained will be affected by the input data consistency, resolution, currency and accuracy. Secondly the usefulness of the maps will be affected by the resolution of the models, and the ability of the calculation methods employed to replicate scenarios envisaged within a noise action plan. This paper will discuss the potential effects upon noise action plans from inaccurate noise map results, and discuss the management of uncertainties as a means of reducing risk. This paper will then discuss some potential national or local level noise mitigation scenarios, and consider whether current noise calculation methods are able to provide the answers required by the decision makers.
