Sometimes public service contracts concluded with natural persons conceal employment relationships or its object is reserved to civil servants. This irregularity is not only an infringement of the rights of workers, but also a breach of the principles of equality, merit and ability that govern access to public employment. Also, if the public contract object is functions that are reserved to the civil servants, this reservation is violated. This paper analyzes the legal consequences arising from the irregular use of public service contracts concluded with natural persons.
