Abstract
This study aims to develop STEAM-based (Science, Technology, Engineering, Arts, and Mathematics) basic physics learning tools to improve students' literacy and numeracy skills in line with the Sustainable Development Goals (SDGs), particularly quality education (SDG 4). The research used the ADDIE (Analysis, Design, Development, Implementation, Evaluation) research and development model, conducted at Physics Education, Syiah Kuala University (USK), Aceh, Indonesia, involving 50 students. The developed learning tools consisted of a Semester Learning Plan (RPS) and STEAM-based PowerPoint (PPT) media. Validation results showed scores from media experts (85; very good), material experts (80; very good), and learning experts (83; very good). Data analysis confirmed normality, homogeneity, and accepted hypotheses for literacy (t = 10.310 > 1.677) and numeracy (t = 9.947 > 1.677). Pre-test and post-test results showed validated and reliable literacy instruments (Cronbach's alpha = 0.847; very high) and numeracy instruments (KR20/21 = 0.753; high). Literacy scores increased by 12.05% and numeracy by 9.68%. The findings indicate that STEAM-based learning tools can enhance literacy and numeracy skills, supporting SDG 4 through inclusive and equitable quality education.
