In this paper the development of socio-economic and energy sectors in Ukraine is analyzed since its independence and the major roots of systemic crisis in these sectors are identified The specific policy regulations, i e institutional (integrated accounting and auditing, eco-cities, environmental regulation, training programmes), economic ("green" tax, correct pricing, investments in science and education) and technological (eco-efficiency, renewable energy) are suggested to approach energy security and general sustainability in Ukraine The core social (crime and unemployment rate, gap between rich and poor, number of volunteers, quality of education), economic (resource efficiency and quality of goods/services) and environmental (biodiversity state) indicators are proposed to measure the progress in development Proportion of population in full health is proposed as the principal new indicator of sustainable development
