PENERAPAN E-GOVERNMENT MELALUI APLIKASI REAL TIME BERBAGI INFORMASI (ARIMBI) DI KOTA BANDUNG TAHUN 2019-2020 (STUDI PADA DINAS KOMUNIKASI DAN INFORMATIKA KOTA BANDUNG)

Abstract

This title of this reaserch is "Implementation of E-Government through Real Time Information Sharing Applications (ARIMBI) in Bandung City". This research is motivated by the interest of researchers in the new innovations issued by the Bandung City Communication and Information Office, namely by providing public services through the presentation of information in real time through an application called ARIMBI and the extent to which the Bandung City Government has implemented E-Government to improve the quality of service to the public. Public. The purpose of this study is to find out how the implementation of E-Government through the ARIMBI application in the city of Bandung is seen from the results of studies and research at the Harvard JFK School of Government to apply the concepts of digitization in the public sector. The research method is descriptive with a qualitative approach. Data collection techniques were carried out by interview, observation, literature study, and documentation. The data analysis technique used is data reduction, data exposure and conclusion drawing. The data verification technique used is member check, triangulation and reference materials. The results of this study found that the implementation of E-Government through the ARIMBI application was not optimal. The socialization that was carried out was not evenly distributed and there was also a need for additional features and operating systems in the ARIMBI application. Based on the results of the study, it can be concluded that the Bandung City Communication and Information Office in implementing E-Government through the ARIMBI application has not run optimally. Penelitian ini berjudul “Penerapan E-Government melalui Aplikasi Real Time Berbagi Informasi (ARIMBI) di Kota Bandung”. Penelitian ini dilatarbelakangi oleh ketertarikan peneliti terhadap inovasi baru yang dikeluarkan oleh Dinas Komunikasi dan Informatika Kota Bandung yaitu dengan memberikan pelayanan publik melalui penyajian informasi secara real time melalui aplikasi bernama ARIMBI dan sejauh mana Pemerintah Kota Bandung telah menerapkan E-Government untuk meningkatkan mutu kualitas pelayanan kepada masyarakat.  Tujuan dari penelitian ini yaitu untuk mengetahui bagaimana penerapan E-Government melalui aplikasi ARIMBI di Kota Bandung dilihat dari hasil kajian dan riset Harvard JFK School of Government untuk menerapkan konsep-konsep digitalisasi pada sektor publik. Metode penelitian yaitu deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang dilakukan dengan wawancara, observasi, studi pustaka, dan dokumentasi. Teknis analisis data yang digunakan yaitu reduksi data, pemaparan data dan penarikan kesimpulan. Teknik verifikasi data yang digunakan yaitu member check, triangulasi dan bahan referensi. Hasil dari penelitian ini didapatkan bahwa penerapan E-Government melalui aplikasi ARIMBI belum optimal. Sosialisasi yag dilakukan belum merata dan juga perlu adanya penambahan fitur dan sistem operasi pada aplikasi ARIMBI. Berdasarkan hasil penelitian, maka dapat disimpulkan bahwa Dinas Komunikasi dan Informatika Kota Bandung dalam menerapkan E-Government melalui aplikasi ARIMBI belum berjalan optimal.
