David Tobey is currently the Director of Research at the Institute of the National Board of Information Security Examiners (NBISE). Previously, Dr. Tobey served as the Managing Director of the Talking Stick Institute in Las Cruces, New Mexico. Dr. Tobey conducts research on the cognitive and neural processes that constrain or facilitate the creation or adoption of innovations and the transfer of best practices. Dr. Tobey is also the co-founder of Dogs-to-Stars Enterprises LLC and Archemedae Management, Inc., two strategic planning, business development and venture financing firms. He is a serial entrepreneur with extensive experience in executive management, strategic partnering, venture and IPO financing, and mergers and acquisitions. The businesses founded by Dr. Tobey have been listed by Inc. Magazine among the fastest growing companies in the United States, set industry standards that were adopted internationally, and exited successfully through merger with private and public companies or through a public offering.
