Jim Devine plays and active role in educational policy development and evaluation and fulfilled a ten-year institutional leadership role in higher education in Ireland as President of IADT [Institute of Art, Design and Technology, Dublin]. Prior to joining IADT, he led the development of postgraduate programmes at the National Distance Education Centre in Dublin City University, where he also participated in strategic initiatives to develop ICT for teaching and learning. He is a member of European Commission expert panels within DG EAC, DG Connect and EACEA spanning digital learning, eInclusion and digital competence. He has assisted the work of the Commission's IPTS Research Centre these fields and in the Open Education 2030 foresight project. He was a member of the joint Working Group that developed the report: 'New Skills for New Jobs: Action Now’ and of the Thematic Working Group on ICT and Education. He is currently supporting the work of the Commission’s High Level Group on the modernisation of higher education in relation to new modes of learning. At home in Ireland, he contributes to the work of INDIE (Irish Network for Digital Inclusion and Engagement).
