Costa Rican economy is dealing with a cluster of sectors where public regulation and enrollment have been crucial for society equality and development during the second half of the twenty century. However, globalizing economy as well as new technological advances as well as competition process under regional and international agreements are putting stress over those institutional set ups systems. How it should possible to move forward, under those new demands and stressed conditions, to a better society well-being? Must of past literature on development advice are face the question from a market oriented answer, so better market let to a better society. If it this is true, why the recent results are shown so much inequality increases as well as unemployment problems in must of the countries moving to those market oriented economy. What is explaining different results and performance between countries and regions. Are we thinking wrong? Is better democracy what matters for better markets performance, what is the markets performance indicator to be use under those very crucial society sectors (infrastructure or social security, education sectors).
