This paper will discuss risk in general terms and concentrate on what is acceptable risk. How can risk be defined and what is the optimum degree of acceptable risk. What is the difference in acceptable risk between "voluntary" and "involuntary"? A discussion of a voluntary and involuntary risk will ensue. Definitions of acceptable risk by several risk practitioners will be discussed. Risk application will be discussed. It will be pointed out that, in the main, risk is still a subjective quantity, although attempts have been made to quantify risks. Safety regulations and the impact of safety requirements will be discussed. Finally' the need for work in the area of risk management and education will be emphasized.
