This paper deals with the dynamics and paradoxical problem of VET policy in Korea. The discussion focuses on various policy changes that have affected schooling within the context of rapid industrialization. A particular focus of the analysis is on how educational policy has been linked to human resource development. In this regard, the paper will deal, especially, with the challenges of vocationalizing public education. The paper then examines recent policy reform efforts to restructure and diversify the VET system in anattempt to strengthen the link between schools and industrial needs. This is followed by a brief discussion of issues and prospects for skill formation in light of recent economicdifficulties.
