Abstract

Caraley reflects on the social and political changes that surrounded the repeal of Aid to Families with Dependent Children (AFDC), analyzes the effects of the new Act for the four years for which there is official data, and considers possibilities for further change of federal social safety net policy, particularly in the process of PRWORA's necessary reauthorization in 2002.
