ABSTRACT The present article had the objective to analyze the results of the Technical and Technological Education Strengthening Program, in sixteen institutions attached to National Ministry of Education. Using mainly a quantitative approach, was sought partnership between institutions management and performance and their appropriation of education policy elements, we found a weak correlation that was not effective when hypotheses were tested. The results suggest that corporate performance is not explained strongly with participation in projects leaded by the Ministry in the frame of the policy, which may mean that internal skills and institutional contexts are the determinants or that programs headed by Ministry were not enough relevant in order to particular needs of institutions and maybe too standards that did not reach the roots of institutional issues.
