This report documents lessons learned bythe NAPA teams in Eastern and SouthernAfrica. The synthesis is a contribution toseveral efforts on reviewing experience inclimate adaptation, commissionedspecifically by the European CapacityBuilding Initiative (ecbi) with funding fromGTZ (and other donors, see theacknowledgements on the inside coverpage). The aim of the document, and of theECBI Policy Analysis Programme, is to buildanalytical capacity through collaborationbetween developing country professionalsand European experts.This review is intended to initiate a learningprocess and extract lessons from the NAPAteams. A questionnaire and open dialogueswith African NAPA teams, stakeholders andother experts were supplemented by asummary of the NAPA projects.
