One of the many RMA responsibilities is to establish a program for identifyinglarge height deviations and provide periodic reports of such deviations. Thisrequires the establishment of a comprehensive program to detect and assesslarge height deviations. The purpose of this paper is to recommend anamendment to the Manual of Operating Procedures and Practices forRegional Monitoring Agencies in relation to the use of a 300 m (000 ft)Vertical Separation Minimum above FL 290 to include additional detailsregarding the establishment, composition and methodology of a ScrutinyGroup. Furthermore, this paper recommends the revaluation of the LHD reporting form.
