Abstract

A water-scarce region where water is distributed unevenly in time and space, Southern Africa is facing increasing demand for this precious resource for economic development, food production and a growing population. Yet, despite the proved effectiveness of WDM approaches and the arid nature of much of the region's climate, many government and non-govermental stakeholders continue to ignore the potential benefits of water conservation. Instead, the delivery and use of water from many of the existing bulk and retail supply schemes are characterised by inadequate operation and maintenance activities, high levels of unaccounted-for-water, and extensive water wastages in all sectors.
