Analisis Kebijakan Pengembangan Sistem Rantai Pasokan Industri Perberasan Dengan Pendekatan System Dynamics

Abstract

The formulation and implementation of rice industry policy has to be comprehensive with the scope of policy strike from the begining to the end. In another words, it has to cover all of the supply chain network of rice industry which at least consists of five level, i.e., Level of farmers who cultivate the rice , unhulled rice agent trader, rice miller, rice trader in production area and in urban market. The aim of the research are (1) to identify and make a model of the supply chain network of rice industry happened recently; (2) to analyze the development policy simulation of supply chain network rice industry system; and (3) to recommend the development policy which gives incentive to all of the supply chain network rice industry agents. This research is done by “System Dynamics” approach in perspective based on information feedback and delays to understand the dynamics of complex behavior of physics system, biologic system and social system. The production escalation strategy conducted frequently by the government could not be carried out partially without paying attention to other instrument of supply chain rice industry development. The impact of the partial policy is that farmers, collector traders, rice traders and rice mill gets unstable profit and also prior to production policy and strategy applied, the profit they get is lower. The condition happened to the rice traders in the urban markets is different. Rice traders in urban market tends to have increasing profit.
