Abstract

The effect of international aid programmes on the quality of life of LDC populations is of increasing concern both within and outside development agencies. Nowhere is this concern more evident than in the radical, albeit embryonic, reappraisal of energy aid programmes. Tom Hoffmann reviews below the pattern of energy lending, and discusses current and emerging policy shifts. © 1978.
