The paper sets out firstly to explain the climate that existed in the offshore engineering and construction industry in the 1980s and its effect on the development of offshore oil and gas fields. It goes on to describe the founding philosophy of CRINE as a response to the negative aspects of that climate and to plot its development as a structured set of paradigm changes which resulted in a comprehensive cultural change across the whole industry. This section will bring out the difficulties and how they were overcome in altering the mind-set of a whole industry, client, contractor, supplier and government and more importantly the people within these organizations whose careers were being deeply affected and challenged. The final section of the paper attempts to evaluate the positive change that CRINE has created to date and where it is proceeding in the future.
