KAJIAN LITERATUR: KONSEP INTEGRITAS BAGI ASN

Abstract

In accordance with Law Number 5 of 2014, all State Civil Apparatuses have an obligation to behave according to the basic values ??of ASN and always maintain reputation and integrity. Further, according to Permenpan RB No. 38 of 2017, every ASN in addition to having technical competence, must also have managerial competence, including integrity competence. One of the stages of learning to have competence, according to Bloom's taxonomy, is the stage of understanding the concept. In general, ASN has understood the values ??contained in the concept of integrity, but it is not yet fully intact/comprehensive. The purpose of this research is to describe the concept and values ??of integrity comprehensively, using a literature review approach. In principle, integrity is not only coherence/consistency of behavior towards norms, but also to honesty, code of ethics, anti-corruption attitude and moral values. ABSTRAKSesuai dengan UU Nomor 5 Tahun 2014, seluruh Aparatur Sipil Negara memiliki kewajiban untuk berperilaku memegang teguh nilai dasar ASN dan selalu menjaga reputasi dan integritas. Lebih lanjut sesuai Permenpan RB No. 38 Tahun 2017, setiap ASN di samping harus memiliki kompetensi teknis juga harus memiliki kompetensi manajerial antara lain kompetensi integritas.  Salah satu tahapan pembelajaran untuk memiliki kompetensi, sesuai dengan taksonomi bloom adalah tahapan memahami konsep tersebut. Secara umum ASN sudah memahami nilai-nilai yang terkandung dalam konsep integritas, namun belum sepenuhnya utuh/komprehensif.  Tujuan dari penelitian ini adalah untuk mendiskripsikan konsep dan nilai-nilai integritas secara komprehensif, dengan pendekatan kajian pustaka. Pada prinsipnya integritas tidak hanya koherensi/konsistensi perilaku terhadap norma, tetapi juga terhadap kejujuran, kode etik, sikap anti korupsi dan nilai-nilai moral.
