Abstract

One of the most important features of the ATC21STM project has been the creation of a Latin American Chapter represented by Costa Rica (The acronym ATC21STM has been globally trademarked. For purposes of simplicity the acronym is presented throughout the chapter as ATC21S.). At the request of the Inter-American Development Bank (Banco Interamericano de Desarrollo) and with support from Intel and Microsoft Latin America, the ATC21S consortium authorized the creation of a Latin American Chapter and, within it, Costa Rica as the first partner country. The project in Costa Rica is known as the Assessment of 21st Century Competencies, and was implemented by the Costa Rican Ministry of Public Education and the Omar Dengo Foundation, with local support from the Costa Rica-United States Foundation for Cooperation. The project was designed as a pilot for the introduction of the experience throughout Latin America, so it aimed generally to validate the tools developed by the global project for the measurement of 21st century skills and their contextualization in Latin American countries.
