Abstract

The policy does indeed fail, but its failure is not acknowledged - rather, the original position is repeated with Brezhnevite consistency. [...] the Stability Pact, with its arbitrary targets for public borrowing, is not amended a jot in the face of a comprehensive destabilisation of public finance.
