Abstract

Whether the real-name system is able to regulate network behavior and online speech in internet public sphere has been the focus of the parties to debate. In this article, on the perspective of regulators, we constructed a three-phase completed information dynamic game model, through the equilibrium solution of the game under different conditions, to analyze the necessary measures to regulate public speech environment, as well as the effectiveness of real-name system to control networks malpractice. By increasing the clearance rate of illegal information and other measures, the regulator could regulate online speech environment effectively, which does not necessarily need real-name system to achieve. The real-name system, to some extent, can play the role of regulating online speech environment, but it is not an absolutely effective mean. © 2012 IEEE.
