For a sociologist or political scientist, the issue of administrative responsibility cannot be isolated from the issue of political power and the way it is exercised. Highly dependent on the properties of public action as developed today, it is adversely affected by the uncertainty of the position of public organisations, as well as ambiguities in its legal framework. The responsibility of public policy as a whole needs to be rethought if we wish to achieve greater consistency and efficiency in terms of monitoring both the actions of public authorities and democracy in its widest sense. © E.N.A..
