This paper considers the development of a computer-based method to assess the impacts of transport policies and adverse environmental impacts over a regional study area. It formulates a combined traffic assignment-trip distribution model for use at the strategic network level which is sensitive to alternative transport policy measures and which includes submodels for predicting fuel consumption and emissions. It indicates how these are being included in an environmental impact assessment package for application in traffic planning. This environmental impact assessment package consists of a set of PC-based computer models, linked through a common data structure, and making extensive use of interactive graphics displays.
