Abstract

One of the most relevant questions concerning the reconstruction planning after the 2009 earthquake in Abruzzo is the funding allocation pattern and its consequences on the directions for the rebirth of the damaged towns. This paper presents the experience of Villa Sant'Angelo, whose Reconstruction Plan has been conceived as an integrated platform including analysis, valuation and plan. The valuation stage overcomes the monetary one, the only one required in reality, and extends to fairness and urban quality. The Spreadsheets and the connected WebGIS tool we have performed to control all phases of this process, include these valuation functions and arrange, in particular, the funding time schedule. For this purpose, they allow to implement a lot of different strategies displaying at real time the spatial funds allocation in the different periods. The tool can be used by everyone admitted to the participation practice as managed by the local authority. © 2014 Springer International Publishing.
