Abstract

Information and Communication Technology (ICT) transformed the way we live today, both in the private and public sectors. Technologies such as e- Commerce and banking systems show advancement in the private sector while the public sector is characterized by the reinvention of public services processes and delivery. However, many obstacles have been realized in developing and least developed countries leading into failure of many e-Government projects. This study aims to propose a hypothetical e-Government projects enquiry (EPE) framework that can serve as a basis for investigating e-Government projects implementation against best practices, techniques, and methodologies in this area. The study focused on three levels of enquiry namely the strategy level, the operational level, and the technical level. On the basis of a sound study on the Malaysian and Comorian e-Government systems status, we found that the proposed framework is noteworthy for questioning current e-Government environments performance and guiding the implementation of new e-Government projects initiatives.
