Information Systems (IS) play a critical role in modern organizations. They are nowadays a necessary condition for organizations survival within an unstable and continuously changing economic and technology environments. Indeed, organizations need IS which help them reaching various difficult and often conflicting goals. To support innovation processes and, short time-to-market constraints, organization's IS must be agile and flexible. The concept of IS urbanization has been proposed since the late 90's in order to help organizations building agile IS. Nevertheless, despite the advantages of this concept, it remains too descriptive and presents many weaknesses. In particular, there is no useful approach dedicated to urbanized IS construction. In this paper, we propose a development approach of software solutions which is compliant with the IS urbanization rules. © 2011 Springer-Verlag.
