Monitoring of state of the problem of access to professional higher education for people with disabilities shows that, along with the creation of a barrier-free (accessible) environment in universities, it is necessary to organize social and pedagogical conditions that can provide high-quality professional training in demand on the modern labor market competitive, competent professionals with high professional and personal qualities. Therefore, there is a need to create an appropriate inclusive environment in the university, which will not only enable students with special educational needs to be included in the educational space, but also provide comfortable conditions for the full professional formation of their personality, self-realization and self-improvement. The study used theoretical methods were used: analysis, synthesis, systematization of scientific and pedagogical information on the studied problem, empirical methods: observation, questionnaire, comparative analysis of the results of the state final university graduates. As a result of the study, an inclusive informational and educational environment is presented as a system-organized collection of information resources, organizational and methodological tools, hardware and software for educational activities, adapted to special educational needs of students with disabilities. Realized inclusive information and educational environment of the university provides quick, barrier-free access to information, provides educational communications, contributes to the successful formation of professional competence of students with disabilities, relevant for the implementation of the goals and objectives of professional education.
