When new behaviors, services and technologies emerge in society, it is necessary for the State to evaluate the possibilities of regulating such situations aiming at the well-being of the population, sound economic growth, limiting possible abuses that may occur. A management tool responsible for addressing this need is diagnosis, one of the main purposes of the Business Software Alliance (BSA) reports, the organization responsible for collecting, processing and publishing information on various fields within IT. The technologies that use cloud computing fit into this context described above, so the present research aims at presenting the evolution of the initiatives of public policies of cloud computing in Brazil, nevertheless, intends to locate it in the international scenario based on the reports, indicators and ranking of the BSA - Global Cloud Computing Scorecard. In order to achieve the proposed objectives, the Business Software Alliance reports and documents from the countries that are the subject of research were studied through Document Analysis. The results show that among the countries included in the report, Brazil has the lowest development indicators, always located in the last ranks of the ranking. It is worth noting that the BRICS countries (Brazil, Russia, India, China and South Africa). Finally, it suggests that Brazil use as benchmarking the international policies of the countries with the best classification as a means of adapting the policies to the national reality, that is, using existing good practices. Nevertheless, it is perceived that there is a large field of research to be explored in the study of international public policies of cloud computing.
