Mainstream public organization theory is still centered on the rational model of organization. This model remains influential despite persistent criticism. This chapter demonstrates that the work of Taylor, Weber and Fayol does not easily fit with the rational organization model's emphasis on efficiency. Indeed, a fit requires some adaptation. It appears that a modern day Procrustes has been at work in adapting (parts of) the writings of Taylor, Weber and Fayol to fit the model's emphasis on efficiency. Moreover, their writings have been both stretched and cut. The concept of 'effectivity' may be more relevant than the focus on 'efficiency'
