Peculiarities of Disaster Management in a High-Altitude Area

Abstract

This paper is concerned with identification of the unique features of disaster management situations in a high-altitude area. As the high-altitude environment degrades the functional efficiency of both men and machines, plans made for other locations cannot be templated for such areas. This paper identifies details and prioritizes key issues in dealing with optimization of the supply network to “minimax” the time for relief to reach disaster-affected areas. To deal with peculiar situations encountered by the disaster management system in providing humanitarian relief to a high-altitude area, this paper attempts to bring forth the various vagaries of such terrain and carries out a preliminary analysis through which humanitarian logistics in any high-altitude area can be planned to achieve optimization and effectiveness.
