This investigation explores the human trafficking subject, for the purpose of sexual exploitation in Chihuahua state. Is an investigation focused in the public policy and its general objective is to generate a deep analysis about the causes and factors that influence in the growth and permanence of human trafficking in Chihuahua and to examine if such causes are the basis of public policies in the treatment of the problem. The field work looks upon the exploration of real cases victims, perpetrators, the government community and civil society organizations, which allowed us to visualize the institutional response which falls on this phenomenon. The research is located within the qualitative paradigm and it was built on a deeply analysis of 30 real cases to study the sex trafficking problem. It is an inductive, descriptive and correlational work that started from the empirical to the theoretical study which then concerns the public policy on trafficking in persons. The relevance of this research can be seen from the results exposition, that shows the specific points that obey to causal factors that strengthen the permanence of this social phenomenon in Chihuahua state. These factors are integrated into three subgroups: First the ones integrated as design problems in the making of public policy, then the ones into the implementation (legal and operational) problems and finally the corruption factor.
