Abstract

Assessing the benefits of e-government is an essential issue for understanding its efficiency and justifying its future continuous development. This paper is concerned with introducing an approach for this assessment involving basic principles, and steps for the implementation of these principles. The principles are based on a structured view concerned with: the services provided by the e-government, the enablement of the utilization of these services, the types of delivered benefits, in addition to the players who win these benefits. Those players include: the government itself, the citizens and the businesses of the country, which collectively represent the society as a whole. The development of the assessment steps combines the structured view of the principles on the one hand, with top-down gradual analysis on the other. The work would hopefully be useful to e-government researchers and professionals concerned with analyzing e-government benefits and efficiency, wherever needed, and with planning its future development.
